This meeting was held in Port-of-Spain, Trinidad, in November of 1965 and was the second for the English-speaking countries of the Caribbean. It was attended by representatives of governments and territories and featured papers on the organization and management of public health services, personnel and budget management, and the inter-relationship of the effort in social and economic development with administrative practices. It was the fifth in a series and was sponsored by the Pan American Health Organization and the United Nations with the collaboration of the government of Trinidad and Tobago. Previous meetings had been held in San Jose, Costa Rica, in 1960; Bogotá, Colombia in 1962; Jamaica in 1963; and Guatemala in 1964 for the Spanish-speaking countries of Latin America.
The Seminar was attended by twenty-six public health administrators from Antigua, Barbados, Bermuda, British Guiana, British Honduras, Dominica, Grenada, Jamaica, Monteserrat, St. Kitts, St. Lucia, St. Vincent, Surinam, and Trinidad and Tobago.
